Must practice in a HPSA or MUA for 3 years. Arkansas DOH reviews and sponsors applications. Arkansas fills all 30 Conrad slots annually (FY 2024). Also eligible for DRA (Delta Regional Authority) waivers — many eastern Arkansas counties are in the DRA footprint with unlimited slots. Full unrestricted AR medical license required.

Arkansas fills all 30 Conrad slots every year — apply early (October 1). The Delta region in eastern Arkansas (Phillips, Lee, St. Francis, Crittenden counties) has the highest HPSA scores and greatest need. DRA pathway is available for Delta counties — unlimited additional slots beyond Conrad. Western Arkansas (Fort Smith area) and northwest Arkansas (outside Fayetteville/Rogers) also have growing need. Arkansas has one of the lowest costs of living in the nation. State income tax is graduated (0-4.4%). UAMS (University of Arkansas for Medical Sciences) is the major academic center for networking.
