Kentucky has filled every single Conrad 30 slot every year for 20+ years — one of only 3 states (with Michigan and New York) with a perfect fill record. Also eligible for both ARC (Appalachian) and DRA (Delta) waivers — giving Kentucky access to more unlimited-slot pathways than almost any other state.
Application Tips
Kentucky fills all 30 Conrad slots every single year — has never had an unused slot in 20+ years of data (3RNET). Apply on October 1 or earlier if possible. Eastern Appalachian Kentucky has the highest HPSA scores and greatest need. Kentucky has a unique advantage: eligible for BOTH ARC and DRA unlimited-slot waiver pathways, covering much of the state. This means even when Conrad is full, alternatives exist. Louisville and Lexington suburbs have some HPSA sites but are competitive. Rural communities in Pike, Floyd, Harlan, and Clay counties have critical needs. No state income tax on first $10,000 (graduated 0-4.5%). Strong IMG community at University of Kentucky and University of Louisville residency programs.
