HHS Clinical Care Waiver is the only unlimited-slot alternative for primary care/psychiatry. Southern and western Minnesota (Marshall, Worthington, Mankato area) have highest need. Iron Range (Duluth, Hibbing, Virginia) has growing demand. Twin Cities metro has very limited HPSA sites. Mayo Clinic system and HealthPartners are major employers. Minnesota has relatively high state income tax (graduated, up to 9.85%). Excellent quality of life and school systems. Consider that winter weather is a real factor — it can affect recruitment and retention.
