Must serve in a HPSA or MUA for 3 years. Oregon Health Authority (OHA) sponsors Conrad 30 applications. Oregon fills all 30 Conrad slots annually (FY 2024). No alternative regional pathways (not in ARC, DRA, or SCRC). HHS Clinical Care Waiver is the only backup. Full unrestricted OR medical license required.

Oregon fills all 30 Conrad slots every year — apply early. No ARC/DRA/SCRC alternative pathways available for Oregon. Eastern Oregon (Bend, Pendleton, La Grande, Klamath Falls, Burns) has critical shortages and highest HPSA scores. Southern Oregon (Medford, Grants Pass) also needs primary care. Portland metro has very limited HPSA sites and is extremely competitive. Oregon has no sales tax but has state income tax (graduated up to 9.9%). OHSU (Oregon Health & Science University) is the major academic system. Behavioral health is a statewide priority — psychiatrists are in particularly high demand.
