Tennessee

Must practice in a HPSA or MUA for 3 years. Tennessee DOH sponsors Conrad 30 applications. Tennessee is eligible for BOTH ARC (Appalachian, eastern TN) AND DRA (Delta, western TN) waivers — giving the state access to unlimited additional slots through two separate regional pathways. Full unrestricted TN medical license required.

Tennessee has a unique advantage: eligible for both ARC and DRA unlimited-slot pathways in addition to Conrad 30. East Tennessee (Appalachian counties — Johnson, Scott, Morgan, Campbell) qualifies for ARC. West Tennessee (Shelby/Memphis metro excluded, but rural counties like Haywood, Lauderdale, Tipton) qualifies for DRA. Nashville suburbs have limited HPSA sites. Chattanooga, Knoxville suburbs, and rural middle TN have growing need. No state income tax on earned income (Hall income tax on interest/dividends was fully phased out in 2021). Tennessee has an active Vanderbilt, UT Health, and Meharry residency pipeline for networking.
