ALL of West Virginia is in the ARC (Appalachian Regional Commission) region — the entire state qualifies for ARC waivers with unlimited slots and no application fee. This is the biggest advantage any state has: Conrad 30 + unlimited ARC = essentially unlimited waiver capacity. Fast processing times.

West Virginia is arguably the best-positioned state for J-1 waivers because the ENTIRE state is ARC-eligible. This means even when Conrad 30 fills, ARC provides unlimited additional capacity at no cost. Nearly every community in WV is HPSA-designated — physician shortage rates are among the highest in the nation. Processing is fast (45-60 days at state level). Very IMG-friendly.
